Electus Core Custom resources

The supported Electus packages already load the core. When integrating a custom resource, load its configuration before the core loader and load scripts that use the helpers afterward:

The loader defines helper functions in the consuming resource. Call those globals directly; they are separate from the core's theme exports. On the server, the loader also includes the database checker.
